Jean-Marie Higiro
Jean-Marie Higiro was director of the Rwandan Information Authority in Kigali from July 1993 until April 6, 1994.
He has a Ph.D. in Communications from the University of Texas at Austin and is Professor of Communication in the Department of Communication, Media and the Arts at Western New England University.
